An additional two individuals have been arrested related to a robbery at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in Lambeth on suspicion of theft and assault and a woman, 23 was detained on suspicion of conspiring to commit a robbery. They both remain in custody, authorities confirmed.

These detentions come after a probe into an attack at the multi-level parking garage at Terminal 3 this past Sunday. Prior to the attack, a pair of female travelers were robbed of their luggage upon exiting a car park lift.

A toddler aged three was one of the those hurt during the incident. Five people were taken to the hospital for treatment and were later released.

Police detained a 31-year-old man on suspicion of theft and assault close to the scene. He was subsequently released pending further inquiries as the investigation proceeds.

Police were alerted at about 8:10 in the morning GMT following reports of a number of people injured by a noxious substance thought to be pepper spray.

The assault - which police said was isolated and not being treated as terrorism - resulted in train delays and the partial closure of the Central Terminal Area tunnel and the T3 parking facility briefly.
